The Prime Minister received the instructions to submit a draft Presidential Executive Order on establishing an Organising Committee for the preparation and holding in Russia of the sixth session of the Conference of the States Parties to the United Nations Convention against Corruption in 2015.

Vladimir Putin has also been tasked with concluding the agreement between the Government of the Russian Federation and the United Nations on the terms of holding the Conference.

The Conference of the States Parties to the United Nations Convention against Corruption is the main body responsible for assessing the states’ compliance with the Convention.

The Conference elaborates solutions that define the main focus of international efforts in preventing corruption, the criminalisation of corruption offenses, the return of stolen assets and the provision of technical assistance in the fight against corruption.

The Conference is convened by the UN Secretary-General every two years. Russia participated in the first (Jordan, December 2006), second (Indonesia, January-February 2008), third (Qatar, November 2009) and fourth (Morocco, October 2011) sessions of the Conference. The fifth session will be held in Panama in 2013.

The issue of holding the Conference in Russia was discussed at the Presidium of the Presidential Council on Countering Corruption on August 24, 2011.

On October 15, 2011 Dmitry Medvedev approved the initiative to submit Russia’s bid to host the sixth session of the Conference in Russia in 2015.

At the end of October 2011 at the Conference in Morocco, the Russian bid was unanimously approved by the UN member states.

In accordance with established international practice, the Organising Committee participants include not only representatives of state agencies, but also prominent members of the civil society, including the business community, nongovernmental organisations, academic and scientific circles.
