Vladimir Putin signed Executive Order On Measures to Implement State Social Policy.
The Executive Order aims to further improve the state social policy.
The Government received instructions concerning wage rises for various groups, increasing the number of highly-qualified workers to at least a third of all qualified workers by 2020, creating up to 14,200 specialised jobs for people with disabilities every year in 2013–2015, and raising the professional level of workers.
In the aim of increasing worker participation in management of organisations, the Government has been instructed to draft by December 1, 2012, proposals on amending legislation regarding the establishment of industrial councils in organisations and draw up a package of measures to develop self-management institutions and professional codes of ethics.
Instructions also concern increased support for socially oriented non-commercial organisations and drafting a long-term pension system development strategy.
In the aim of preserving and developing Russia’s culture, the Government has been instructed to establish at least five cultural development centres in small towns by 2015, include at least 10 percent of books published in Russia in the National Electronic Library each year, provide support for setting up public electronic libraries, and museum and theatre websites on the Internet information network, and ensure public and free access on the internet to films and plays by prominent film and theatre directors.
Instructions also concern grants and scholarships for cultural and arts figures and creative youth, and for supporting creative projects of national significance in culture and the arts, establishing a mobile fund of works from Russia’s leading museums for exhibition in museums and galleries in smaller cities and towns, creating virtual museums, increasing the number of exhibition projects organised in the regions, and identifying and supporting talented children and youth.
Separate instructions have also been given to the Government together with the regional executive authorities.
