The protocol amends and adds to the 1997 bilateral agreement on cooperation between Russia’s and Kazakhstan’s law enforcement agencies in ensuring law and order on the territory of the Baikonur complex. The document sets out procedures for mutual legal aid in criminal and administrative cases and in carrying out searches and investigations.

The Baikonur Russian space launch centre is located in Kazakhstan. Russia has a lease of the Baikonur complex until 2050.
