The changes are designed to improve the protection of the rights and interests of depositors.
The law provides for increasing the amount that will be 100-percent insured from 100,000 roubles to 700,000 roubles for depositors in banks that have problems. The increase in compensation will affect deposits in banks participating in the deposit insurance system as well as those not participating in the system.
In addition, until 31 December 2008 the Central Bank has the right to impose limits on increasing the interest rate according to bank deposit treaties for credit institutions that fail to eliminate the irregularities in their behaviour as required by the Central Bank, as well as if violations committed by credit organisations involved in banking operations pose a real threat to the interests of their depositors.
