Executive order on measures to protect orphaned children

Vladimir Putin signed Executive Order On Measures Concerning the Implementation of Government Policy on Orphaned Children and those without Parental Care.

In order to improve government policy on orphaned children and those without parental care, the Russian Government has been instructed to adopt a number of policy positions. Among other things, these policies will concern legal, organisational, psychological and pedagogical support for Russian citizens intending to adopt or care for such children; simplification of adoption procedures; and improved health care for affected children.

The Government has also been instructed to submit to the State Duma draft federal laws that provide for tax credits to parents of adopted children and expanding the social security benefits of disabled children, among other things. Instructions also provide for increasing other payments and cash rewards, as well as the salaries of employees of educational, medical and social organisations working with orphaned children and those without parents.

The State Duma, Supreme Court, Fund to Help Children in Difficult Situations, and senior Russian officials have received relevant recommendations and instructions.

The instructions for the Government and regional executive authorities also allocate budgetary funds for the order’s implementation.

The executive order enters into force on January 1, 2013.
