“Warmly congratulate you on your re-election as President of the Republic of Azerbaijan. Your convincing victory in the elections demonstrates the widespread support of the people for your leadership, socio-economic reforms and Azerbaijan's foreign policy.

We note with satisfaction that the strategic partnership between our nations has been reinforced by extending our political dialogue, enhancing economic cooperation and human relations, and increasing cooperation in regional affairs and international organisations, notably in the CIS. I am sure that working together in this way serves the fundamental interests of our countries' peoples and the cause of peace and development in the Caucasus.

I recall with great affection our recent meeting in Moscow and am looking forward to continuing our fruitful contacts.
