The President stressed that the state corporation 'Bank for Development and Foreign Economic Affairs' (Vnesheconombank) plays a special role in implementing the law on Additional Measures to Support the Russian Federation's Financial System, adopted on 13 October 2008.

Vladimir Dmitriev briefed the head of state on measures taken by his bank and, in particular, on the provision of major subordinated loans to the Foreign Trade Bank and the Russian Agricultural Bank.

He also said that currently the bank is collecting applications from Russian companies to refinance their foreign debt.

The President instructed the chairman of Vnesheconombank to act as quickly and efficiently as possible when carrying out measures to stabilise the financial system.
