In addition, changes made by the President to the federal law “On Library Affairs” will make it possible to in some cases create electronic documents from those in the collections of the National Library. In particular, it provides for making electronic copies of old, worn, damaged, defective documents; unique and rare documents; manuscripts which if issued to users might be lost, damaged or destroyed; and documents that have scientific and educational value.

Under the law, the process for the manufacture of electronic copies of documents will be carried out on such terms and conditions set forth the Civil Code of the Russian Federation.
