Vladimir Putin submitted to the State Duma draft Federal Constitutional Law On Amendments to Articles 4 and 6 of the Federal Constitutional Law On the National Flag of the Russian Federation and Article 3 of the Federal Constitutional Law On the National Anthem of the Russian Federation.
Amendments to the law On the National Flag of the Russian Federation provide that the national flag shall permanently fly on the buildings of educational organisations, regardless of ownership, or be permanently installed on their grounds. The draft law also states that the national flag shall be raised during public events (including sporting events) hosted by these organisations.
According to amendments to the law On the National Anthem of the Russian Federation, the national anthem will be performed in general and vocational educational institutions, irrespective of ownership, before classes begin on the first day of the new school year, and during events celebrating national and local holidays.
In addition, while playing the national anthem is currently possible when unveiling monuments and memorials, as well as at the opening and closing of gatherings celebrating public holidays, the draft law proposes that playing the anthem in such cases is to become obligatory.
