The Federal constitutional law was passed in December 2000 and regulated on the procedures for official use of the State Flag. In other cases, there was no legal basis for use of the State Flag.
Under the terms of the amendment, citizens, public groups and organisations can use the State Flag and its image so long as this use does not constitute outrage upon the State Flag.
