The message reads, in part:

“Russia and Japan are close neighbors, old and reliable partners in the Asian-Pacific region. It is important that we have been building our relations on principles of equality, respect for each other's interests, pragmatism.

In the new, 21st century the Russo-Japanese contacts are on the rise. A political dialogue has been successfully developing as well. Mutually advantageous trade, economic, scientific, technical, humanitarian and cultural cooperation have been developing from year to year.

I am sure that a long-term course aimed at building constructive partnership will improve the well-being of the people of the two countries, strengthen stability and security in the Asian-Pacific region.”
