The changes introduced into the law regarding employment of the population in the Russian Federation give the Government the right to take additional measures to lower the saturation of the labour market given the conditions created by the global financial crisis. Specifically, the Government is able to create a special reserve of budgetary resources which can be directed to: the retraining of workers who find themselves at risk of being made redundant, their relocation to other areas for work and education, and also for the financing of social programmes.
