The agreement seeks to create an international regulatory basis for cooperation on operations to ensure an effective fight against terrorism.
The agreement sets out how anti-terror operations should be prepared for and carried out, including freeing the following potential targets from terrorist control: hostages, nuclear facilities, transport and power generation systems, chemical production sites, and other locations which involve heightened technological and ecological risk, as well as the neutralisation of explosive and other devices, the interception of terrorist activity, terrorist groups and organisations.
The agreement makes provision for the creation of a governing body to oversee the preparation and execution of joint anti-terror operations, as well as the jurisdiction and legal status of those parties involved in the operations.
