Vladimir Putin chaired a Security Council session

November 27, 2001, The Kremlin, Moscow

The main item on the agenda was the country’s mobilisation readiness. When explaining why the session should focus on this issue, the President said that though there was no special urgency, such things should be done in time, in order to avoid emergencies. Besides, he said, much has changed in the country’s economy and defences.

Vladimir Putin said that mobilisation readiness was essential for any country at any time. The matter in question was not only the state and combat readiness of the troops, but also the availability of a sustainable economic, production and resource base in the event of a potential aggression, the President stressed.

Noting that the military doctrine and the national security concept were still the basic documents, Vladimir Putin said that some priorities had been specified after the September 11th tragic events in the United States. They concerned military-technical cooperation and coordination of the work of security-related agencies and foreign ministries.
