President Vladimir Putin addressed guests at a gala reception devoted to Russian Constitution Day

December 12, 2001, The Kremlin, Moscow

The President congratulated all the guests on the state holiday. He stressed in his address that amendments to the Constitution were not on the agenda, just as there could be no talk of dismantling the basic values and rejecting democratic gains. According to him, this fully applies to the presidential term in office.

A revision of the fundamental provisions of the Constitution would be tantamount to a revision of the foundations of the country’s state system, the President said, adding that a revision of constitutional norms dictated by the ups and downs of politics would lead to a crisis of power, the weakening of state government bodies and dangerous intra-state conflicts.
