President Vladimir Putin sent a congratulatory message to Afghanistan's Loya Jirga on its opening

February 11, 2002

The President said he believed that the Loya Jirga would pass “truly historic decisions in the interest of reviving Afghanistan as a peaceful, independent, united, neutral and prosperous country.”

The message also said, in part:

“I am confident that the most respected and wisest representatives of the suffering Afghan people who have gathered in Kabul will lay a solid foundation for the creation of a stable society and assure equal conditions for all ethnic groups living in the country. We expect that the country’s interim leadership will continue to build a new Afghanistan that lives in peace and accord with its neighbours and the international community.

“Russia is interested in further strengthening friendly relations and willing to cooperate with Afghanistan in various mutually beneficial fields. We are ready to continue to render any assistance to your country’s social and economic revival and contribute to international efforts for the sake of progress and prosperity in Afghanistan.”
