Russian President Vladimir Putin noted that the treaty consolidated the level of relations achieved between the two countries and created a good legal framework for their further development.

The Russian President believes that Russian-Moldovan cooperation has been gathering momentum, especially in recent times. The President recalled that RAO UES of Russia had decided to reduce tariffs for Moldovan consumers by 13–14%. Russia and Moldova are implementing a joint project to complete the building of the port of Dzhurdzhuleshty in the mouth of the Danube. Noting the significant positive changes in cultural interaction, the Russian President said that Russia had given Moldova $8 million worth of textbooks.
