The memorial plaque was placed on No 31 Moika Street at the initiative of a group of St Petersburg’s senior citizens. The decision to install a plaque in memory of Anatoly Sobchak, the first mayor of St Petersburg, was taken by the President on the second anniversary of Sobchak’s death.
