President Vladimir Putin appointed Dmitry Rogozin, Chairman of the State Duma Committee on International Affairs, as his special envoy to the Kaliningrad Region

Mr Putin signed a decree appointing Dmitry Rogozin as his special envoy to the Kaliningrad Region. His job will be to liaise with the EU and its members states, as well as any other parties concerned with the problems of Russia’s Baltic exclave in light of the upcoming expansion of the European Union in 2004.
