Speaking at the ceremony, President Putin said that Russia had finally emerged from the confrontational period, and was currently a partner and ally of leading countries on many key issues on the international agenda.

Efforts by Russian diplomats were aimed to create a favourable foreign policy climate to develop extensive and equal businesslike cooperation, the President stressed. At the same time, Russia viewed all aspects of its relations with other countries as part and parcel of international relations.
