President Vladimir Putin sent a letter to Chairman of the National Defence Committee of North Korea Kim Jong-Il to congratulate him on North Korea's national holiday — Liberation Day

August 15, 2002

The letter said, in part:

“We remember very well the events that took place long ago, and honour the memory of those who were killed liberating Korea. At present, Russia continues to support North Korea’s efforts in reaching national reconciliation and reunification, and wishes the people of Korea new achievements in the country’s economic and social development.

“Developing and strengthening relations with North Korea, in accordance with the Treaty of Friendship, Good-Neighbourly Relations and Cooperation, and the declarations signed in Pyongyang and Moscow, we are guided by long-lived traditions that join us, and we are confidently looking to the future.

“I am sure that your forthcoming trip will contribute to further strengthening friendly Russian-Korean ties, as well as peace and security in Asia.”
