President Vladimir Putin met with journalists

August 30, 2002, Kazan

Mr Putin summed up his eight-day trip over Russia as he was talking to journalists.

He said his journey to the Russian Far East and Siberia was of great importance. Firsthand knowledge of the local situation would help him to streamline the implementation of the land and military reforms. Mr Putin pointed out the need to address, in particular, the problems of troop accommodation, updating army arsenals and social protection of officers and men.

The President said the establishment of a unified legal and economic environment, which Russia had not had a few years before, would help to tackle many problems.

Mr Putin said that federal districts were established in Russia to bring the federal centre closer to regions, and reinstate the centre in the functions it had lost. At the same time, he warned against robbing regional authorities of the levers of administering their functions. The President emphasised that regional authorities should have their own financial sources to tackle problems arising at their level.
