The telegram read, in part:

“I am convinced that the traditional relations of friendship and versatile mutually advantageous Russian-Kyrgyz cooperation will continue to develop dynamically for the benefit of our countries. Russia intends to deepen its strategic partnership with Kyrgyzstan for strengthening the Commonwealth of Independent States and ensuring security and stability in Central Asia.”
