President Vladimir Putin chaired a national security meeting

The meeting discussed additional security measures and some aspects of a national security doctrine relating to the fight against international terrorism. The President instructed some of the ministries and government departments to draft a concept of national security, which would provide for the use the armed forces, as one of its components.

Cuts in the federal forces in Chechnya were also discussed. Defence Minister Sergei Ivanov stressed that at the same time the Defence Ministry would reinforce the troops that would stay in the republic on a permanent basis. It was these forces that would be used “in pinpoint operations against the heads of terrorist groups”.

The meeting was attended by the Chairman of the Supreme Court, the Prosecutor-General, the Minister of the Interior, the Defence Minister, the Foreign Minister, the FSB Director, the Chief of the General Staff, the Director of the Federal Tax Police Service, and the Head of the Financial Monitoring Service.
