President Vladimir Putin submitted a bill “On a System of State Service in the Russian Federation” for consideration in the State Duma. At the same time he signed a decree “On a Federal Programme for Reforming the State Service of the Russian Federation in 2003–2005.”

The documents differentiate the state service into a federal civilian service, a federal military service, a federal law enforcement service, and a state civilian service in the regions of the Federation.

They formulate the principles of public officials’ work and define the powers of all-federal and federal bodies of authority and regional bodies of authority. A procedure for resolving labour disputes is determined, and the concept of an office contract is introduced.

According to the Presidential Executive Office, Russia currently has 1,053,000 public officials. Their number has almost doubled since 1992.
