The congratulatory message said, in part:

“Our country closely followed the work of the 16th Congress of the Communist Party of China, which was a major event in the political life of friendly China. Russia accepted with satisfaction the news that the Congress reaffirmed the continuity and consistency of China’s foreign policy and its line aimed at developing relations with Russia.

“For our part, we intend to pursue a firm course towards deepening strategic partner-like cooperation with the People’s Republic of China, based on the firm foundation of the July 16, 2001 Treaty of Good-Neighbourliness, Friendship and Cooperation.”
