The President told the meeting that a clearer delimitation of powers among all levels of authority and the stronger autonomy and higher responsibility of both regional and local authorities required a renewed legal base.
The participants considered a draft of the Federal Law “On Making Amendments and Additions to the Law ‘On the General Principles of Organisation of Legislative and Executive Bodies of State Authority in the Regions of the Russian Federation’.” The draft had been prepared by a commission led by Dmitry Kozak, Deputy Chief of Staff of the Presidential Executive Office.
