President Vladimir Putin chaired a meeting on the socio-economic development of the Central Federal District

The meeting discussed financial and legal aspects of the reform of federative relations and local government.

The President noted that the bills considered by the Government “On General Principles of Organisation of Legislative and Executive Bodies of State Authority in the Russian Federation” and “On General Principles of Organisation of Local Government” made it possible to expand and adjust the economic potential of regional and municipal authorities.

As a result of the proposed innovations, revenues in the regions remained in their former volumes, and the same principles were used to balance out budget support for municipal organisations. To exercise some of their newly acquired powers, municipalities used subventions allocated to them from federal sources.

The new approach to delimitation of powers would also require changes to the Budget and Tax codes, the President stressed.

At the end of the meeting, the President laid down some guidelines for ministries and government departments to follow.
