President Vladimir Putin chaired a meeting with the Members of the Presidential Human Rights Commission

December 10, 2002, The Kremlin, Moscow

Addressing the members of the commission, President Putin said that the practical implementation of human rights principles in Russia still left many questions unanswered. There was a wide gap between constitutional guarantees and the real possibility for their implementation. Above all, it concerns the social sphere.

During the meeting, which lasted for three and a half hours, they discussed judicial practice in Russia, protection of servicemen’ rights, the problems of the penitentiary system, housing and utilities reform, small business problems, protection of children’s rights, and problems of refugees and forced migrants.

The President asked the participants to make proposals concerning the protection of human rights in all spheres in the form of draft documents which could be considered further and approved.
