President Vladimir Putin sent a letter to the participants at the Congress of Peoples of the Chechen Republic held in Gudermes

December 11, 2002

The letter said, in part:

“I would like to welcome the participants and guests of the Congress of Peoples of the Chechen Republic. With the purpose of addressing pressing problems that face the people of the republic, the congress has gathered deputies from Chechnya and other Russian regions, as well as heads of executive bodies of authority.

“A wide representation of the participants will ensure a comprehensive discussion of the draft Chechen Constitution and other important documents of state development, and consideration of problems concerning holding a national referendum.

“I am confident decisions taken by the congress will promote the earliest restoration of well-being and stability in the Chechen Republic and strengthen the centuries-long tradition of peaceful coexistence of different ethnic groups and religions in our country.

“I wish the supreme congress constructive and fruitful work, and all of its participants success and all the best.”

The agenda of the congress includes discussion of the draft constitution of the Chechen Republic, and bills on the election of the president and parliament of the republic.
