President Vladimir Putin spoke by telephone with President Hugo Chavez of Venezuela

December 17, 2002

Mr Chavez told Mr Putin about the efforts made by the Venezuelan administration to end violence and restore normal life in the country. In that context he noted the importance of the normal functioning of the Venezuelan economy in maintaining stable prices on the world oil market and steady democratic development of Latin America in general.

Mr Putin expressed hope that Hugo Chavez, the lawfully elected president of Venezuela, would be able to establish a dialogue with all the responsible forces of the country to achieve solid national accord and stabilise the political situation. The President gave good marks to the unanimous position of the Organisation of American States, who spoke against any attempt to unconstitutionally change the state system and for the settlement of all problems in accordance with Venezuela’s current Constitution.

Mr Putin and Mr Chavez also discussed some pressing issues related to Russian-Venezuelan cooperation in the economic sphere and other areas.

The phone conversation took place on Mr Chavez’s initiative.
