The message said, in part:

“We are convinced that your work as head of state will guarantee the continuity of the policy of further strengthening friendly relations and deepening fruitful cooperation between Russia and the Republic of South Korea. In this connection I hope to maintain close business and personal relations with you.

“We hope that with your election the inter-Korean dialogue will receive new impetus, which undoubtedly, will help improve the situation in the whole of North East Asia.”
