President Vladimir Putin met with Abdul-Khakim Sultygov, the President's envoy in the Chechen Republic for human rights and freedoms

The holding of a referendum in Chechnya on the Republic’s Constitution is a key condition for building a peaceful life, the President’s special envoy said.

According to him, the Chechen population is enthusiastic about the possibility to exercise their right to elect republican authorities and local officials, and participate in the formation of the system of state authority.

Vladimir Putin asked Mr Sultygov what could be done to help the republic to prepare for the referendum.
