The telegram said, in part:

“I was deeply shaken by the tragedy in Grozny which took the lives of dozens of people. The whole of Russia is mourning for the victims.

“Those who masterminded and performed this cruel terrorist attack are waging a war against their own people. But no terrorist crimes can destroy the Chechen people’s will and desire for peaceful life.

“I would like you to give my most sincere words of support and sympathy to the relatives and loved ones of those who were killed in the terrorist attack.”
