Vladimir Putin signed a federal law “On Presidential Elections in the Russian Federation.”

January 13, 2003

The law stipulates that to be eligible for presidency, a candidate has to be a Russian citizen over the age of 35 and a resident of Russia for a decade. A President can serve only two uninterrupted terms at a time.

Candidates can be put forward by political parties which have the right to do so, by electoral blocs or independently.

Expenses for the preparation and conduct of elections are covered by the federal budget. Candidates must create their own funds to finance their campaign.

Independent candidates have to collect at least 2,000,000 elector subscriptions supporting him. A political party or an electoral bloc have to have the same number of supporters for their candidate. Not more than 50,000 subscriptions may be collected within a single federal entity.
