President Vladimir Putin held talks with the Belarusian, Kazakh, and Ukrainian Presidents

February 23, 2003, The Kremlin, Moscow

After the talks, the leaders made a statement saying that they intended to create a common economic space.

The document said that Russia, Belarus, Ukraine and Kazakhstan had begun a new stage of economic integration and started talks on actions needed to create a common economic space.

The talks resulted in preparations for an agreement on the creation of the CES, harmonising of the relevant legislation, coordinating economic policy and establishing of a united independent commission on trade and rates. The final objective is to establish the Organisation of Regional Integration.

Mr Putin said that the parties would create a high-level working group led by a Kazakh representative, which would be based in Kiev. Mr Putin also stressed that this four-party initiative was open to new participants.
