President Vladimir Putin held a meeting with the Cabinet

February 25, 2003, The Kremlin, Moscow

Speaking at the meeting, President Putin said that some concrete decisions on administrative reform should be taken in the near future.

He noted that he had a meeting last week with representatives of the Russian Union of Industrialists and Entrepreneurs (RSPP) to discuss the overregulation of some economic processes by the state. He said it was connected with administrative reform.

The President said he found it advisable for the RSPP and the Chamber of Commerce and Industry to prepare proposals on the concerned matter. Those proposals, he said, should be used in making decisions on administrative reform.

The President instructed the Cabinet to start work this week to form a commission on tariffs and trade. Its establishment was agreed on the other day by the Presidents of Russia, Belarus, Ukraine and Kazakhstan.

The President noted that the agreement on the tariff and trade commission marked a new quality in the integration of the four countries; one that met the economic interests of them all. In its work the new commission should be independent of the Government. In effect, the matter concerned the delegation of some of the Government’s powers to that commission.
