President Vladimir Putin submitted drafts of federal laws on making amendments to the legislation on the judiciary for consideration in the State Duma

The bills were drafted by the High Arbitration Court and were aimed at further developing arbitration courts in Russia and bringing justice closer to the homes of those who are legally protected by such courts.

Setting up twenty arbitration appeals courts before January 1, 2006 was also proposed. They would be formed on the circuit principle, which was formerly used to set up arbitration review courts.

The creation of such courts will separate the appeals judiciary from the trial judiciary and thus rule out a situation when a regional arbitration court both passes and reviews a ruling.

The bills also contained other provisions to optimise the structure of arbitration courts and unify the legislation governing the status of the judges.
