President Vladimir Putin submitted a draft federal law “On state protection of victims, witnesses and other participants in legal proceedings” to the State Duma

The draft federal law submitted by the President is aimed at the practical implementation of Article 2 and Article 45 Clause 1 of the Constitution stating that protection of human and civil rights and freedoms in the Russian Federation is guaranteed by the state. The draft envisages a system of measures of state protection for victims, witnesses and other participants in legal proceedings and also for relatives which makes it possible to create the necessary conditions for justice and the fight against crime.

Under the draft law, state protection of participants in legal proceedings would be ensured by security measures carried out by the authorised state bodies to protect the life, health, and property of the above-mentioned persons and would include social protection measures. The draft has detailed legal regulations for the mechanism of state protection and a list of persons who should receive such protection and the bodies that ensure this protection.
