The President noted that the tasks set by establishing the State Council were being fulfilled. The State Council was devised as a consultative body which would allow the executive authorities to prepare decisions at a federal level with due regard for the opinion of regional leaders, their experience and knowledge of the real situation in their regions.

According to the President, this mechanism is now working as planned.
