At a meeting with the government, President Vladimir Putin said the terrorist attack carried out in Chechnya on May 12 was aimed at stopping the process of political regulation, but that Russia would not and could let this process be halted

Putin signed an order setting up a working group to develop proposals for strengthening public consensus in Chechnya and to work on a draft treaty on the division of powers and authority between the federal and Chechen administrations.

Putin asked the Presidential Administration and the government together with the Chechen Republic Administration to continue implementation of the plan to normalise the situation in Chechnya and to speed up work on the draft treaty on division of powers.
