President Vladimir Putin met with Chairman of the Constitutional Court Valery Zorkin, Chairman of the Supreme Court Vyacheslav Lebedev and Chairman of the Higher Arbitration Court Veniamin Yakovlev

May 15, 2003, Novo-Ogaryovo

Aspects of the ongoing reform of the judicial system were discussed.

The head of state noted that the deputies have passed a law on restructuring arbitration courts. From now on cases appealed against cannot be heard in the same court that delivered the initial ruling. The President described the law as absolutely correct and said that it would make the system of court arbitration more objective and fair.

Increased funding of law courts will be another step toward creating an effective justice system. The Government’s allocations for this purpose increased substantially in 2002. This year government spending on the court system will increase by one third, by 6.3 billion roubles in absolute terms. That, Vladimir Putin said, would make a substantial contribution to creating a truly independent and strong judiciary in the country.
