President Vladimir Putin sent a message to the participants of the 17th Rio Group summit meeting

The message said, in part:

“I am pleased to welcome the participants of another summit of the Rio Group, an influential organisation of Latin American countries.

“I am quite satisfied with the constructive discussion held in Moscow in April between the Foreign Ministers of the Rio Group’s troika countries. The Moscow Declaration adopted by the Foreign Ministers of Russia and the troika reflects the closeness of our countries’ positions on key issues of our time. The declaration has laid down the foundations for deepening the political dialogue between Russia and the highly-reputable Latin American forum and for developing both bilateral and multilateral cooperation.

“The need for such coordination is especially great during the current complex stage of international development. The international community is facing the task of strengthening collective security while consolidating the central role of the United Nations as the main all-purpose tool for solving global problems.

“We appreciate and share the principles-based stand of most Latin American countries on multi-polarity, institutions of multilateral diplomacy, and cooperation between states based on the unswerving observance of the UN Charter and the principles and rules of international law that constitute the foundation of global stability. I would like to reaffirm Russia’s readiness for the widest possible cooperation with the Rio Group countries in the interest of building an international security framework acceptable to all states and promoting socio-economic development in the 21st century.“
