The Federal Security Service, Ministry of Internal Affairs, Foreign Intelligence Service, Federal Guard Service, Ministry of Defence, General Prosecutor’s Office and Committee on Financial Monitoring were vested with authorities to act on behalf of the Russian Federation while implementing the Shanghai convention.
