The message said, in part:

“The active and all-round participation in the country’s life of all groups and strata of our society, above all young people, is one of the most important factors in Russia’s successful development. Young handicapped people should have an opportunity to fulfill themselves. The state and public organisations need closer cooperation in addressing the problems of their social adaptation, education and employment.

“I believe the proposals and recommendations made at this forum will improve the system of social protection and support.”
