The decree stipulates that all the bans introduced by the corresponding UN Security Council resolutions, and concerning trade with Iraq and supplying Iraq with financial and economic resources, with the exception of the bans on sales or supplies of weapons and the relevant material means to Iraq, are lifted on Russian territory.

The decree forbids the purchase and sale or transfer of items relevant to Iraq’s cultural property, and other objects of archaeological, historical, cultural, scientific or religious significance, which were illegally confiscated from Iraqi organisations.

The funds or other financial assets and economic resources of the former Iraqi government are blocked.
