The telegram said, in part:

“Russia is satisfied with Armenia's successes along the road of progress and democracy. Russian-Armenian relations, which have been propelled to the level of allied partnership within a short period of time, are becoming more constructive and fruitful due to your efforts.

“I am convinced that the positive and versatile cooperation potential accumulated by Russia and Armenia will help strengthen friendship, trust and good-neighbourly relations between our countries and peoples.”
