According to the Russian President, the local level of power is the shortest and most direct path to solving urgent problems that are vitally important for citizens, and it is here that the constitutional principle of sovereignty of the people should be realised most effectively.
Speaking of the realization of the law on local administration, Vladimir Putin called on federal and regional legislation to be fully brought into conformity with this law as swiftly as possible, along with charters and other normative documents on municipal formations. He also called for a solution to issues on their boundaries and status, as well as structures of bodies of local administration, and also on resources to replenish local budgets.
In connection with this, the Russian President directly linked financial stability of municipalities with the activisation of economic life in regions, noting that a great deal depends on the ability of local heads to be competent managers and on their readiness to remove administrative barriers, to open the market not just for representatives of their region, but also for everyone who wants to realize their
