President Vladimir Putin talked of the necessity to create a common system of security at a joint sitting of the Security Council and the presidium of the State Council. All components of the security system should be developed in detail and united in a single system. The President stresses that powers should be restricted in this sphere, as well as the corresponding responsibility between structures that answer for the security of people and potentially dangerous objects

Furthermore, it is necessary to achieve a clear interaction of all structures. One of the vital requirements at the current time is a development of standard administrative documents and decision, and also of universal technical means to ensure security which are required in emergency situations.

According to the President, the state should also have supervisory responsibility of objects which are on the list of critically important objects, and are privately owned. Vladimir Putin noted that this issue requires detailed development with subsequent clear legislative consolidation of powers of state bodies.
