The decree concerned the implementation of the relevant resolution of the UN Security Council on lifting sanctions against Libya.
The sanctions were introduced 11 years before in connection with the involvement of the Libyan leadership in the December 1988 bombing of the Pan Am Boeing 747 in Lockerbie, Scotland, which took 270 lives.
